696. Defining Success (and failure) in Local Open Government initiatives: a look into OGP Local

The Open Government Partnership (OGP) is a multistakeholder initiative that promotes transparency, access to information, citizen engagement, and public accountability among its members. From 8 founding countries in 2012, the OGP is now 77 countries and more than 150 local jurisdictions network that implements a specific and reiterative model of co-creation of national and local action plans, which should translate into more access to both public information and decision-making processes. But even if its success in expanding the discourse of public openness is unquestionable, there is little known of the actual effects of this initiative on local governance. This paper wants to contribute to this subject by revising four OGP local cases with different levels of compliance to better understand what we understand for success and what variables could explain it. This work is based on preliminary results of the Fondecyt Research Project No. 1231562, funded by the Government of Chile.
