519. Accountability, open government, and equity in public services in Brazil and Indonesia: panorama of national reforms and examples of practices at the local level

Resumen/Abstract:
The paper analyzes the relationship between accountability, open government, and equity in public services within Brazil and Indonesia. It draws on the backdrop of democratization in both countries and highlights practices from two local governments – Sumarang and Osasco. Brazil and Indonesia have been members of the Open Government Partnership (OGP) since 2011, and they are presently implementing the 6th and 7th editions of their open government action plans. The municipalities of Osasco and Semarang joined the OGP Local in 2020 and are implementing their first OGP action plans. Participation in the OGP is part of the process of democratization and decentralization in both countries in recent decades, encompassing transparency and accountability reforms, citizen participation mechanisms and practices, and poverty alleviation and social equity programs. This is a non-linear development marked by both progress and setbacks, occasionally disregarding power asymmetries among population groups. The main research query examines whether national reforms and local practices on transparency, citizen participation, accountability, and open government have fostered equitable access to public services. The analysis includes i) a panorama of Brazilian and Indonesian national reforms on access to information, data, and transparency in recent decades; ii) the identification of the predominant accountability approach (procedural and/or relational) across the open government action plans of Brazil, Indonesia, Semarang, and Osasco and; iii) characterization of citizen participation and accountability strategies in Semarang and Osasco considering asymmetries among population groups. This qualitative study draws from the literature on accountability, open government, and equity in public services, interviews and analysis of documents, including websites, public plans and reports. The results may contribute to discussions on the conceptual relationship between accountability, open government, and equity in public services and its implication for research and practice in different regions.
