615. Accountable and equitable public services, open government, and collaborative governance: a conceptual framework proposal

Resumen/Abstract:
The paper presents a conceptual framework for studying accountability and equity in public services through collaborative governance and open government strategies within national and local governments in democratic countries. The framework is based on a conceptual discussion interweaving elements of i) accountability (emphasizing a relational over procedural approach), ii) equity in public services (commitments and regular procedures for fairness, considering redistribution of socioeconomic resources, recognition of cultural and political identities, and representation in debates and decisions; iii) collaborative governance (involving service users, vulnerable groups, and individuals marginalized in decision-making); iv) open government (action plans and strategies – themes and approach to transparency, participation, integrity, innovation – general or considering asymmetries); v) phases of service design, delivery, and monitoring. The framework is part of an ongoing research project in Brazil, Colombia, Indonesia, and Spain. From a literature review and conceptual framework, we examine open government plans and cases of services aimed at promoting equity in these countries. Key questions guiding our investigation include: i) under what conditions do accountability systems distribute power in unequal contexts? ii) Do open government strategies and programs designed to promote equity in public services foster inclusive accountability practices? Political power is concentrated in contexts with high levels of socioeconomic inequality. While improvements in accountability mechanisms may enhance overall conditions, such measures may not influence the concentration of power or reduce limitations on the population’s access to public services. Therefore, public administration in democratic regimes must address structural power asymmetries, sociopolitical variables, and the living conditions of diverse population groups and their capacity to demand accountability and equitable public services. The methods through which governments and civil society are meeting these demands remain relatively unknown, prompting academic interest.
